The Department of Public Economics and Management is a teaching unit under the School of Economics and MPA Education Center of Wuhan University of Technology, and is under the dual management of the School of Economics and MPA Education Center.The staff mainly consists of staff from the School of Economics, the Institute of Public Economics and Public Policy and related institutes on campus.It takes the personnel who have long been engaged in normative or empirical research on public economy and management and public policy as the basic faculty, and at the same time hires government officials or experts with rich practical experience from outside the university to teach part-time, in order to promote the interaction between academic research and public management practice, and strive to cultivate high-level composite specialists who are competent to manage the work of governmental departments, public utilities and non-government organizations.
1.training goal
Based on the needs of modernization of national governance, the Department of Public Economics and Management takes "thick foundation, strong practice and innovation" as the orientation of cultivation, and devotes itself to cultivating composite public management talents with interdisciplinary knowledge system, policy analysis ability and public value leadership.By integrating the advantages of theoretical economics, applied economics and management disciplines, the program builds a dual-track guidance system of "academic tutor + practice tutor", and strengthens the cultivation of core competencies such as public policy analysis, public economic management and social governance innovation.Relying on on-campus and off-campus practice bases and the platform of cooperation between government, industry, academia and research, the program focuses on the combination of case teaching, empirical research and practical training, so that students can systematically master the theoretical tools of modern public management and have the innovative thinking and practical ability to solve complex public problems.Graduates are capable of strategic planning, policy formulation and comprehensive management in government departments, public institutions and non-profit organizations, and become the backbone of promoting the modernization of the public governance system.

1)Interdisciplinary Integration Cultivation System
Based on the cross-disciplinary advantages of economics and management, the program integrates the core areas of public policy, social governance, and public economy, and builds a three-level curriculum system of "theoretical economics foundation - applied economics empowerment - public management practice".Through the training of policy simulation, big data analysis and other cutting-edge methods, the program strengthens students' ability to integrate multidisciplinary knowledge and research complex public issues, and cultivates composite talents with both economics thinking and public management vision.
2)Collaborative education model of government, industry, academia and research
Innovate the training mechanism of "dual tutor system + government-enterprise classroom", in which scholars from the university and experts from government departments and public organizations give joint lectures, and carry out case teaching based on practical projects such as government performance evaluation and urban governance innovation.Building practice platforms such as "Policy Laboratory" and "Social Governance Innovation Base", realizing the whole chain of policy research, decision-making simulation and public service practice, and promoting the transformation of academic achievements into governance effectiveness.
3)Cultivation of Innovative Ability in a Step-by-Step Approach
A three-stage capacity enhancement path of "basic theory-methodological tools-innovative practice" is constructed: in the lower grades, the theoretical foundations of public economics and policy analysis tools are consolidated; in the middle and upper grades, the empirical research capacity is strengthened through the MPA Case Competition and the governmental consulting projects; and in the graduation stage, relying on the dissertation and the governmental-enterprises cooperation projects, the capacity of the university is completed from the policy design to the policy analysis.In the graduation stage, the program completes the systematic training from policy design to implementation and evaluation, and develops sustainable public governance innovation ability.
